Core strategy

Local development framework

The Core Strategy is a principal document in the Local Development Framework (LDF). It will set out the overall strategy of the LDF and the key strategic policies against which all development will be assessed. All other Development Plan Documents (DPDs) prepared by the council will have to conform with the Core Strategy and contain policies and proposals which support its strategic vision, objectives and spatial strategy. 

The Core Strategy will contain:

  • A vision
  • Strategic objectives
  • A spatial strategy
  • Core policies and
  • A monitoring and implementation framework.

The Core Strategy will have to conform with the Regional Spatial Strategy (RSS) and will have full regard to other key council strategies and take into account issues such as sustainable development and promoting diversity and social inclusion.

A key requirement of the Local Development Framework is that it contributes to the aims of sustainable development. To ensure that policies and proposals in the LDF contribute to sustainable development, each document produced will be subject to a Sustainability Appraisal (SA), incorporating the requirements of the EU Directive on Strategic Environmental Assessment (SEA).

Consultation on key issues and options for the Core Strategy was carried out in 2 stages (please see below). All views and comments gathered, along with key material from our evidence base, the Community Strategy, Regional Spatial Strategy and other council strategies, will be considered and assessed in drafting the Preferred Options document (due Spring 2008). The Local Development Scheme sets out the timetable for producing this and other Development Plan Documents.

Core Strategy Issues and Options 2 (September 2007)

Government guidance in PPS12 describes the Issues and Options stage of DPD preparation as a period of ongoing consultation with stakeholders and the local community.  Since the consultation on an Issues and Options paper last summer (see below) significant new evidence base work has been produced. Therefore, the council has carried out a second round of consultation on new issues and further options specifically relating to the Core Strategy. Consultation on this document closed on the 31st October 2007

Consultation on the LDF was run in conjunction with consultation on a new Sustainable Community Strategy, as the 'Festival of Ideas 2'.  It is now three years since the Without Walls Community Plan was produced and it needs to be updated to take into account significant changes and new issues that have arisen since then. 

Core Strategy – issues and options (June 2006)

The Issues and Options document for the Core Strategy was produced in 2006, with consultation taking place between 5 June and 21 July 2006. The consultation is now closed but the Issues and Options document, Executive Summary, Leaflet and accompanying initial Sustainability Statement along with a document summarising the comments made during this stage of consultation can be downloaded below:
