Community, church and village halls - supply of alcohol

Community premises can have a licence to supply alcohol without the requirement to have a designated premises supervisor (DPS).

Such an application can only be made if the licence holder is, or is to be, a committee or board of individuals with responsibility for the management of the premises.  The following condition will be attached to the premise licence:

  “Every supply of alcohol under the premises licence must be made or authorised by the management committee.”

Church, chapel, village, parish or community halls, or other similar buildings.

Application process

Option 1 - Community premises that hold a premise licence which includes the sale of alcohol:-

  • Application for the removal of DPS conditions – download the application form.
  • Fee of £23.00

Option 2 – Community premise that hold a premise licence for entertainment only:-

  • Application to vary premise licence to include alcohol – please see “Apply to alter an existing premises licence”  for further information and to download the application form.
  • Application for the removal of DPS conditions – download the application form.
  • Fee for variation is dependant on the rateable value of premise – please see “Fees".

Option 3 – Community premises that do not hold a premise licence:-

  • Application for a new premise licence – please see “Apply for a premises licence" for further information and to download the application form.
  • Application for the removal of DPS conditions – download the application form.
  • Fee for premise licence is dependant on rateable value – please see “Fees”.

Cost considerations

A grant or variation application will cost between £100 - £635.

  • For options 2 & 3 - advertising the application in the local press, could be in the range of £500.   
  • An annual charge will be payable which will cost between £70 - £350.

Temporary Event Notices (TENs)

If alcohol is only to be supplied at the premises on an ad hoc basis, the best option may be to request that event organisers apply for a TEN. For further information please see “Temporary Event Notices”.  As there is a maximum number of TENs and  days per year that a premise can hold a TEN it is recommended that the bookings committee monitors the number of events where alcohol will be sold/supplied.
